Boiled down (and sorting through the chaff), to render the battle of helms deep, the animators programmed all 50,000 individual elements slightly different variations on {Damage Enemy-Protect Self}, when first run the simulation had many of the orcs turning and running away.
Seems with nothing to damage, the AI decided the better part of valor was to run away.
