A lot of the time, these items come from schools. About 10 years ago, I bought a big metal desk with a lock, about half a dozen heavy-duty steel and vinyl cushioned chairs, a very solid table, and assorted office supplies from UC Berkeley. I paid about $20 for the entire set of items. There I was, having to stand in my Empirical Studies class due to lack of seating, but it was no problem to score a $1 heavy duty steel vinyl-cushioned chair from their salvage department.
It may cost far more then they are worth to send them out to schools and offices. Sort, separate, & ship, the costs can add up to more then the $3-5 each to buy new at each location.
Also, if you look close, many of the scissors are long handled, short bladed. Most likely medical scissors that have dulled beyond resharpening/reuse
